There are Palestine refugee camps, but no Tibetan refugee camps, why is this ?

Now I could be wrong but I think, think, that in northern India in Dharamsala there are refugee camps for Tibetans fleeing Chinese occupied Tibet. I know it is the seat of the exiled Tibetan goverment.
