Which pokemon should i have in this team to make it complete?

Gyarados would be the better option since its a higher level and has specific move coverage. Unfortunately for you both pokemon are usually design to be bulky tanks and since its just in the game, you can't really set up EV for it be usefull. I suggest putting up dragon dance on gyarados that way you can at least setup with him to be very useful.
